TO-DAY'S PROCEEDINGS.
The Municipal Conference resumed this morning, It was resolved that to Section 201 of the Municipal Corporations Acb should bo added : " Bank overdraft shall be deemed to be the balance due to fche bank on all accounts, allowing for a balance to the credit of special accounts, bub without taking into consideration any balance to loan account." The Mayor of Auckland brought up fche following report from the Committee on Contingencies : —" Thab borough councils shall have power to expend from the borough funds for miscellaneous contingencies, nob otherwise provided for in thia Act, any sum or sums not exceeding in any yoar an amount equal to one per cent, on the general rate, and in boroughs where one per cent, on the general rate does not amount to £50, a sum not exceeding £50." Ib was decided thab the Governmenb be asked to include in the new Act the power to an Inspector of Nuisances to take proceedings against anyone causing a nuisance to another person's property.
The Mayor of Chriatchurch moved an amendment to clause 401 so as provide that ib should nob be lawful to use any building, whether a charge was made for admission or not, except a license be obtained for ib ; and a building which ia solely used for divine worship nob to be licensed. After considerable discussion the motion was lost by 15 to 12.
