It was in the presence of an unusually brilliant house, including the Prince ot Wales, that the Newfoundland delegates presented their petition. Sir W. Whiteway insisted that the whole question shall be arbitrated on, and. offered, if Newfoundland is represented, to accept the award of the arbitrators.
