THE POSTAL ARRANGEMENT.
London, November 3.
The Agents-General and the Post-master-General, Mr Cecil Raikes, have arranged for the twopenny-halfpenny postage to begin on ist of January. Post cards will be twopence, unpaid or deficient postage double. The train to Brindisi will be continued, and France and Italy asked to join.
