CESSION OF HELIGOLAND.
OFFICIALS RETIRING.
London, August 5. The formal proceedings connected with the cession of Heligoland are now being conducted. The Governor, the Hon. Arthur C. S. Barklay, C.M.G., and the other officials retire on Saturday next.
