VICTORIAN PARLIAMENT.

The Victorian Parliament opened to-day. The Governor's speech congratulated the colony on its prosperity. It referred to the Federation movement, which it declared was not due to any danger from foreign foe or internal embarrassment, but came of itself. A number of measures for the promotion of industrial concerns were promised.
