London, April 29. The Marquis of Londonderry, speaking at Dublin, eulogised the administration of Mr A. J. Balfour, Chief Secretary for Ireland, and said the condition oi the country had improved enormously under his regime. He intended to retire from his position as Viceroy of Ireland in July if the condition of the country remained tranquil.
