THE POUDRETTE WORKS.

It is difficult to understand the action taken by the Avondale Highwaj disti'ict in opposition to tho establishment of poudrette works in the adjacent District of New Lynn. Not very long ago the nightsoil was carted to paddocks in Avondale and spread over the surface, and apparently no objection was raised; and the present system of spreading it in the Point Chevalier district must surely be more injurious to Avondale residents than its proper treatment under guarantees that no nuisance will be created, as is proposed in connection with the intended manufacture at New Lynn. But, apart from that, it looks uncommonly like an interference with the rights of a neighbouring local body that tlie Avondale district should attempt to coerce the Highway Beard of New Lynn, who have already given their consent to the erection of the proposed works. Nightsoil is, no doubt, a very unpleasant thing to deal with, but it must go somewhere ; and until a nuisance has actually been created by the manufacture in New Lynn, it is premature for the Avondale people to cry out and threaten to bar the public highway through their district. The latter menace, however, must prove abortive, inasmuch as the Public Works Act expressly provides that carts carrying manure are exempt from toll. The poverty of its soil excludes the hope of any rapid growth through agricultural settlement, and a majority of the residents evidently think it will be to the ultimate advantage of the district to encourage the establishment of manufactures. For the Avondale people to step in and obstruct this, until it is shown that their neighbours are actually creating a nuisance to their disadvantge, appears churlish,and wedonot believe that their action will be supported by law.
