London, Septemher 17. > iNopening the proceedings in connection with the Parnell Commission, Sir James Hannen stated that the inquiry would be strictly limited to. the persons and charges mentioned iri the course of Mr O'Donnell's libel action, reserving the right to call anyone who was able to elucidate the issues.

The|Commissioners stated that they would proceed according to the rules of an ordinary Court. They ruled that both parties are bound to discOyeryall documents. If neither party appeared in Court the Commission would themselves probe the matter thoroughly.

Sir Charles; Russell, Q.C., with Mr Asquith, appeared to represent the eighty-four Parnellite;members. Messrs Webster and Grahame appeared for the "Times." ' '
