London, December 19. / Mr Balfour, Chief Secretary of State for Ireland, has been summoned for libel, alleged to have been uttered during his address at Manchester, when he referred to a Nationalist as having been convicted and sent to prison under the Crimes Act,; when in point of fact he had been acquitted.
