PROPOSED REFORMS.

Loxdox, November 24th.
The Marquis of Salisbury, speaking last evening at a Conservative conference now being held at Oxford, urged that stringent reforms should at once be made in the procedure of the House of Commons, and that a reform of the present system of local government thoroughout the United Kingdom was required.
