LORD CARNARVON ON IMPERIAL ECONOMY.

The Earl of Carnarvon, in a letter written to the " Times " prior to his departure for the colonies, deplores the apathy and false economy of the Imperial Government in not fortifying commercial ports and coaling stations. In contrast with this cheese-paring policy he points to the patriotic exertions made by the colonies of Victoria and 'New South Wales in the direction of harbour defences.
