THE AFGHAN REBELS.
They Achieve a Victory Over the .Ameer's Troops.
News has reached Merv from Herat that the Ghilzais have defeated a thousand of the Ameer's .regular troops and captured five guns and considerable baggage. Baharinal, commander of the Ameer's troops, was captured and beheaded. The inhabitants of the province of Herat and the adjoining districts are greatly excited over the success of the rebelling tribes, and are said to be ready to join the Ghilzais. A St. Petersburg telegram from Merv confirms the statement that English gineers are actively fortifying Herat, The
aim of the English authorities is to enable a garrison of 10,000 men at Herat to withstand a siege of ninety days.
