RUSSIA AND BULGARIA.
Germany Blames Prince Alexander.
Berlin, September 1. The "Nord Deutsche Zeitung," in an article to-day, states that Germany ia not affected by the situation in Bulgaria, and that the recent increase of Gorman armaments is duo to the action of the Princo,who is alone answerable ior the present situation in Central Europe.
