Wellington, this day.-Major Gautley wil hand over the charge of thei defence works to Major Badham on the 10th, and will shortly afterwards proceed home. Colonel Whitmore sails for the South on defence business this afternoon. In consequence of the pacific nature of cables from homo in connection with the Kusso-Afghan difficulty the expenditure on defences will be largely reduced.
