Loyalty of the Indian Population.

Calcutta, March 8 —All the preparations for the transportation of troops by railway in tho event of war ore rapidly maturing. The Afghan frontier question is tho principal topic of discussion here, but no anxiety is expressed as to the result. All classes are satisfied with the determined attitude of the English Cabinet, and there is a remarkable and reassuring display of loyalty throughout tho country. The nativo press of India, with scarcely an exception, express loyalty toward England and confidence in tho wisdom and firmness of Lord Dufferin, British Viceroy in India. There are many expressions of anger and hostility against Russia and the Brahmins and Moslems vie in expressions ot contempt for the new religion which they soy Russia would attempt to force upon India. Vienna, March B.—The Governor of the Caucasus has arrived at St. Petersburg to attend the Staff conferences on military movements in Central Asia. It is reported that it is resolved to send an army of 35,000 men from Baku, The "Pall Mall Gazette" says it is believed that the news received last evening to the effect that the Russians had advanced their outposts in Zulpkar Pass further south, instead of withdrawing north, as requested by England, is incorrect). The " Gazette " states thot there can bo no doubt but that grave fears entertained of a collision between the Russian and Afghan troops, as this last advance placed the opposing outposts face to face, and has taken tho Russians nearer to Afghan territory. There is no indication (says the "Gazette") that the Russians have gone beyond what thoy consider the Afghan boundary line.
