Now Commander Appointed In Tonquin.
Pauls, April 4. It is considered doubtful if China will accept the terms of peaco proposed by M. Ferry, as tho recent negotiations for a peaceful settlement, commoncod by M. Patenotre, tho French Minister in China, were of an entirely informal character.
It is announced that Gonoral Bolangor, at presont French commandant in Tunis, has beon appointed to tho supremo command of the forces in Tonquin, and will leave shortly for that country.
Paris, April 3. M. De Froycine has boon unsuccessful in hia endoavour te form a Ministry.
London, April 5. M. Brisson has been summoned te form a H3W French Ministry.
