The Election in North Franklin

Mr Shakaghan has called at our office with reference to the issue of the supplementary roll for North Franklin district. He points out that although tho Registrar

is prohibited by the Act from making transfers from one roll to another or removals in oase of death after the writ has been issued, there is no such prohibition in the case of first applications to register. These certainly appear to be receivable up to within fifteen days of the election. Mr Shanaghan's position is fortified by tho following opinion which has been given on the point by Mr Richmond, solicitor. It is satisfactory to find that the fear of a possible bitch in the election is thus removed : "Auckland, N.Z., July 14th, 1884. " Me Shanaghan, "Dear sir,—l have considered the provisions of the Registration of Electors Act, ! 1879, particularly sections 6, 7, 8, and 9 , taken in conjunction with section 7 of the Representation Act, 1881. The latter section declares that it shall not be lawful for tho Registrar under section 6 or section 9 , of the Registration of Electors Act, 1879, ! to place upon the electoral roll of such district the namo of any person after any day on which the writ is issued for the. election of a member. tors Act, and under those sections it seems, to be open to any person (jiialiftM. to be an elector to apply to have his i^ame' placed upon the roll, and if the Registrar shall/satisfy himself within 15 days after tho receipt of such claim that the particulars stated are true, the Registrar, at the expiration of the.'said 15 days' shall add the name of the claimant to the roll. I see nothing to qualify this in any of the other sections, and as section 30 provides that a supplementary roll shall be printed immediately previous to a general election, that section tends to support the view that claims may be added under section S.— Yours faithfully, J. llll.ilMO_ll.."
