Russia and Bulgaria.
St. Petersburg, Sept. 25,
The " Journal de St. Petersburg," in its issue to-day, .states that the Russian Government disapprove of tho Ministry recently appointed by Prince Alexander, of Bulgaria, under the New Constitution. The same journal also publishes information from Solia that two of tho new Ministers, Loboloutl'and Kaulbars, have Already resigned in consequence of their fearing that dangerous measures have to be proposed by Government.
