After much formal business ot appointing committees, etc., Mr Chamberlain gave npticp to ask on Friday whether the Government would introduce the measures to promote local industries.

Mr Wilson gave notice to introduce a States Property Bill. Mi- Fraser gave notice for the appointment of a Native Affairs Committee.

Mr Mantell brought up a question of privilege in connection with the Kinross case. He said witnesses giving evidence before the committees were privileged and could not ho prosecuted even if they committed perjury without the consent of the Council. The prosecutors had been guilty of contempt likewise in summoning members and oflicers of the Council as wituesses. Sir W. Fitzherbert said that no doubt a breach of privilege had been committed. Mr P. A. Buckley said if perjury had been committed, no question of privilege should interfere with punishment. The question was referred to the Standing Orders Committee. ADDRESS-IN-REPLY.

The Address-in-Reply, which was merely formal, was moved by Mr Wood and seconded by Mr Martin. Mr Waterhouse spoke against the Government briclly in connection with their conduct during the election, iv which they had uneoustitutioiiully brought the machinery of the Government to work in their favour. He said the Government policy was a system of organised hypocrisy. Colonel Whitinore spoke an hour in reply to Mr Waterhouse, and the Address was then carried on the voices.

The Habitual i 'ninkards Bill was read a first time, and the Conned then adjourned at 9 p.m. to 2 30 on Friday.
