The reference to the necessity of publicity in the [case of increase of salaries was meant to Ripply, as anyone carefully reading the article would at once perceive, to an application that has been made by an ollicer of the Crfunc.il. With regard to the application by 1-his officer and others of the Council, it has Wen suggested that the CtT.se t__ighfc l)e met hi presenting a bonus for the ps.it years' senjices, instead of making a pennancnt iucie ase j u the salaries, which witfh one exception are fairly commensurate with the duties performed.
