This afternoon's European cable dispatches are vague but disquieting. Everything speaks of war, but the references to the probable combatants are of the most mystifying description. It is stated that the Porte has peremptorily refused to allow an Austrian occupation of Bosnia and Herzegovina, and that preparations are being made to resist any attempt to occupy Constantinople. But whether these measures are for or against the cause espoused by England,. the telegrams do not furnish the slightest clue. As England probably never contemplated an occupation of the Turkish capital, and Russia has made very decided movements in that direction, we may suppose that the Turkish'preparations are anticipatory of contingencies that may arise out of an Austro-Russian understanding. The slowness of the Porte in evacuating Shumla and Varna might be read as indications in the same direction. The Sultan, notwithstanding his professed adhesion to the Treaty of Peace, has too much to gain not to assist any Power which would aid him in over-turning it. One thing alone is definite: While the war feeling is rampant in London. anti-British feeling deepens in intensity at St. Petersburgh, and every day increases the danger of a rupture between the two Cabinets, on whatever side the other Great Powers may range themselves thereafter.
