EUROPEAN news is daily becoming more ominous of war, and any hour may bring intelligence of some occurrence which has precipitated the final declaiacion of the eventuality for which England is preparing with all speed. The tenor of the latest messages leads to the expectation that the despatch of the British fleet to Constantinople may be accepted as the gage of battle. Russia and Turkey have both e:i:ered pro;e>is against this declared intention of the British Cabinet, although it n;ay be open to question to what extent the Turkish protest expresses the views of the Porte, or embodies the dictum of Russia. The Turkish Government, may however, have been instigated to the step announced in the telegram of the 13th, by fear of bringing the Russian legions into the capital, which has hitherto been spared. The cable di spa c'ies to hand are hardly sufficient to account for the sudden change in the English policy from neutrality to active intervention, and it is, perhaps, not unreasonable to infer that the Cabinet possesses secret information which has dicta ci the decisive measures of the last few day-, in the face of suspended hO3ti:i ies and the agrecnn nt for a Coi ference. However that may 1 c the attitude of defiance now maintained between England and Russia is one which each nation will find it extremely hard to relax, and yet preserve national honour and prestige, without war.
