PREPARATIONS IN VICTORIA

MELBO C RNE, Thursday.
Mr Berry, Premier of Victoria, considers Earl fieaeonsftoUrs statement with reference to the British fleet and Prince Gortschakoff's rejoinder as a virtual declaration of war.
The Tiotorian Government had been informed by the Imperial authorities previously that war was inevitable.
Everything was ordered to be placed n a war looting in Victoria to-day.
