Another German note says that the present international law is inadequate for mutual protection, and that as Germany is requiring defence, suggests that Belgium should do the same. larl Derby, in reply to Earl Russell, said that the German note to Belgium was very friendly. It had been communicated to the several Powers, but England had not been formally consulted. There was no ground for uneasiness, however.
