MR VOGEL TO SUPERSEDE DR

It is reported that Mr Vogel goes home, I am told, to supersede Dr Featherston, at the end of the session. Mr Stafford will be quiet through the session, and takes Mr Vogel's place at the head of the Ministry as it stands when the Premier goes away. DISPOSAL OF LANDS. In speaking to his motion that a resolution to the effect that the mode of Belling and disposing of lands under the New Zealand Settlement Acts should be regulated by act of the Assembly, not as at present, by regulations made at the will of the Government, Mr Waterhouse contended that there whb a great deal of public ignorance regarding the mode of. dealing with confiscated lands. The legislation on the Bubject wag scattered about in various Acts, and some of the regulations were contradictory. The instances in which large tracts of land were leased privately by the Government —150,000 acres to Mr. Cox for 21 years at £300 a year. The minimum E rices of land fixed by the New Zealand ettlements Act, was 5s an acre, but a large quantity was sold at 4s 6d. Dr Pollen said the eases were exceptional. It was not desirable to disturb present arrangements. Mr Waterhouse replied—The minimum prices of land should be in accordance with Act of Parliament, and all transactions should be published. A million and a-half acres of confiscated land was too muoh to; entrust to the control of one man. .<
