It would appear that the despised " Teachers' Association--' - has inspired a kind of fear into the nearts of the local school committees of the city, who have combined for mutual protection. Feeling that they are more competent to judge of the qualifications of teachers than are the Board of Education or the officers of the Board, they deprecate the attempt of tbe teachers to have themselves under the appointment and contrcl of the central authority. We do not quarrel with the committees for this. They are simply the puppets in the hands of those behind the scenes, who are using them for the purpose, in this indirect way, of influencing matters educational. The glaring financial failure which has characterised the present Act has been more conspicuous than even the intense unpopularity of the rating clauses, of which we have heard so much. With the outcry respecting the severity of that rate we have little sympathy ; but without any hesitation we assert that an Act whose only distinctive feature was financial, and whose finance has been such a wretched failure, is not worth all this wire-pulling and puppetacting for its conservation. Of course we know nothing at all of the intended features of the coming measure, but whatever it may be we hope that it will at least repair defects both financial and administrative which have been so glaringly manifest in the existing ordinance.
