An Imperial rescript relieves Bismarck from the Premiership ; but that he shall continue to confer with the Emperor on imperial matters and questions touching foreign policy. He will occupy the position of confidential adviser to the Emperor without political office, but he still retains a voice in the Cabinet Council.
Emperor William will visit Czar Alexander of Russia in May next.
