In the course of his address to his constituents, Mr H. 0. Arnold Forster, Secretary to the Admiralty, said, but for the trade of the Colonies we could be losing millions and millions each year. What we wanted was preference for manufactures to enable us to go to the colonies instead of to the French and German manufacturers. Our prefer ence tothe Colonies must be on articles of consumption. A shilling duty on corn would not increase the price of the loaf. A duty of 2s would imply merely one and sixpence per head per annum throughout the whole country, even if it raised the price. Commenting upon the Free Food League, he remarked that the chief supporters of free food—Lord Goschen and Sir M. Hicks-Beach —had taxed tea, sugar, cofl'ee, drinks and even corn. Hereafter, the Government would probably tax meat and corn. Hβ considered it necessary to make an adjustment of the taxation of food to give preference to the colonies. The sacrifice, if any, would be a small one. A vote of confidence in Mr Arnold-Foster was unanimously carried.
The " Standard," commenting upon the desperateness of the general political situation in Austria-Hungary, says the Emperor alone can prevent Austria and Hungary from separating in the near future.
The proposed new 18,000 ton battleships will be of the improved Edward VII. class. An armour belt, consisting of ten inches of Krupp steel, tapering to six inches, will protect the whole broadside. The armament will include four submerged torpedo tubes, four 50 ton wire guns, eight quick-firing 27 ton guns, and twelve six-inch guns. The stipulated speed is nineteen knots.
John Grant, Director, and Benjamin Arthur Blackhurst, Secretary of the Star Fire and Burglary Insurance Company, Glasgow, have been sentenced to twelve and nine months' imprisonment respectively, at Edinburgh, for fraud in the promotion of the company. It started with a £7 capital and accepted large risks, falsely representing that it had a guarantee fund of .£70,000.
