The following report was read :— " The Mayor and Cr Heath, the member* of the Council appointed at a recent meeting of the Council to visit the reserves belonging to the Council at Aehburton, have the honor to report as foilows :—We visited the property described on the maps of the Aehburton district as Reserves No. 2196, 2197, 2198 and 2199 on the 27th day of April, 1898. We found that the condition* of the part of the land in question occupied by Mr John Dowell, and described in the lease, have been fully and faithfully carried! out. The fences have been well kept, and all the straw and the produce of the land in question have been returned to the land. Only sheep have been kept on the farm, and? the method of farming.is such that the land? is not in any way impoverished, but on the contrary has a tendency to increase the productiveness. The buildings are of such a character as are suitable to the working of the property, and on the attention of the

lessee being drawn to the fact that they were not insured, promised to have this done nn his visit to Ashburton in the name of the •Council ac required'by the lease. The property has been supplied with water at the ex- : ■μ-jnau of bho teuaut by water-races of about 300 chains, of which he bears the annual coat of keeping in| repair, and a rate oi 9il per chain to the Ashburlon County Council. The Council's tenant v an industrious and capable man, aud people in the district/ wlio are well qualified to judge recoguise the faut that the Council are fortunate in poseshing so good a tenant) for their large property ol 1750 acres. Your Committee did not personally see the tenant of Reserve 2198, 250 acres, Mr Roland Campbell, of Cheitesy. The tenant is lion-resident, and there are no buildings on tlie property, ■which ia simply used for grazing land for sheep, and haa net been broken up to crop fur 111e laai. two yeuie. Yuiu , coimnuiee *ie unable under the of the case to rccomnieud any lediution in rent as applied ior by thisteu ,ut. The application of the Upper Ashbunou Roud District to open gravel pit s at the extreme end ot the property on section 2198 aud 2196 is a fair and reasonable one, especially as the request 11 form aud metal the roadaaurroundiug the property comes fioin the Council's tenants. The conditions are agreed unou by tenants, and the Road Board being of opinion that the pita should be co.rotully fenced and gates placed at the points of egress, aud the same to kept locked when not beiug worked aud a duplicate key given to each of the tenants, your Committee recommend that formal notice be given to tLe Upper Ashburton Road District that their application should be acceded Lo. Au agitaiiou ie at present iv progress iv tho district, having for its object the supplying of the (Ji'.eitsey district with water for irrigation purposes. The proposed canal would run through the Council's property, and the propusals are of such a nature as would inuclj damage and cut up the section occupied by Mr Duwell, it is in the interests of uho Cjuucil that a careful eye should be ou this mutter, aud the Clerk of the Ashburton Couuty has been requested by the Council's Committee to keep the Coujcil advised ou the subject u.s the holders of the fee simple."
