July 12.

The Speaker announced that the Governor would receive the Speaker at Government Houae at 2 45. and the Council adjourned during his Excellency's pleasure. The Speaker resumed the chair at 2 50, when he announced that he hnd been presented to the Governor by Sir P. Buckley. His Excellency bad congratulafed him (the Speaker) upon being the first elective Speaker of the Council, and he had replied to his Excellency's congratulations. Several petitions were presented in favor of Bible reading in the State schools. A long discussion took place on the Consolidated Stock Act. On the motion of the Hon. Mr Stevens that a Committee bo appointed to inquire into its working, Sir P, Buckley oppoeed the motion, and called for a division, when the Government were badly beaten by 17 to 7. The second reading of the Lund Tiansfer Act Amendment Bill was offer some opposition rend a second time and referred to tho Statutes flevision Committee. July 13. The Hon. Mr Oliver presented several petitions from women in favor of the Female Franchise. Sir Geo. Whitmore moved for a Select Committee to inquire whether volunteers could not be encouraged by privileges and concessions, which would have a, deneficial effect on their efficiency without effecting the revenue. In this he was supported by the Hons. Dr. Grace, Bonar and Walker, and was rewarded by getting his Committee. The Courts of Justice Technical Defects Removal Bill was committed, and reported with verbal amendments. Sir P. Buckley moved the second reading of the Unclaimed Lands Bill, which provides for the handing over of unclaimed lauds of unknown owners to the Public Trustee. The Bill is only inteneed to apply to the Provinces of Canterbury, Hawke's Bay and Auckland. The Bill was read a second time and sent to the Waste Lands Committee. The New Zealand Company's Land and Claimants Bill was also read a second time and referred to the Waste Lands Committee. Tho Libel Bill was afterwards committed and all the clauses agreed to. ——
