July. 7. It was agreed that the Speaker Bhould be elected in accordance with tbe forms laid down in the report of the Standing Orders Committee, with the exception that an amendment was made, on tbe motion of Mr McLean, that when the votes were equal a second ballot Bhould be taken and if that blbo showed an equality the Clem should declare by lot who was the succeßful candidate. A notification of Mr J. C. Richmond's resignation of his eeot was received from the Governor. The Regis*, tration of Births and Deaths Act Amendment Bill and the Adulteration Acts Amendment Bill were read a third time and passed. July 8. The Council was called over, when it was found that there were twenty-nine members present out of thirty five. Tbe six absent meoibers accounted for ob follows:—Mr Acland in England. Mr Bowen on leave, Mr Peacock in Australia, Mr Shepherd on leave, Messrs Williams and Wilson absent in England. Mr H. J. Miller was elected to the vacant chair. The new Speaker was congratulated by Osptain Baillie and Sir P. Buckley, and returned thanks to the members of the Council for the honour they had conferred on him.
