I cannot help thinking that Kemp must have scamped his work. He was left in this district for the express purpose of directing what the Reserves and their boundaries were to be. Seems to have disregarded his instructions in what he did do, and left without finishing even what he professed to do. We have no other trouble on hand. Gisborne is still at Dunedin, but returns per "Phoebe." Has been ill, but is better. Bell is at Dunedin, Featherston has not decided whether to go by "Frisco or Suez; most likely the latter. In the absence of colleagues, I shall give him no instructions, but only appointment.
