The owners of land at Clifton, who were occupying it at the time of the murders in February last, do not exceed ten or twelve in number- who cannot, under present circumstances, be recommended to resume their occupation; and it is presumed the force now on the block might be at any time removed, if its services were more required elsewhere. On the other hand it is considered advisable to encourage settlement on the land between this and Pates. It is therefore suggested as a feasible arrangement that land be given to the Clifton settlers at Otumatua, to an equivalent value of their land and improvements surrendered in the White Cliff Block, (it is not believed that the land required would exceed 5000 acres.) and that advances should be made to them out of the sum authorised for the purpose, to start afresh with. Town land could be given at Opunake in exchange for that at Clifton. Those who owned land in the White Cliff Block, and did nothing to improve or settle it, would not have an equal claim to be dealt with under this arrangement. South of Opunake, from Waiwa to Paingatara, is reserved for the Waiwa and other natives of that Block (17,000 acres); between that and Hone Pihana's Reserve, is confiscated land, on which Otumatua is. It is recommended that the Reserve made at Oeo for Hone Pihana be extended South to Otakeho. (Signed) Chas. Brown.
