Waitangi Chatham Islands 12th. April 1867 My dear Sir, The St. Kilda is now returning to Wellington. Major Edwards has been down here, having had a look at the guard and Prisoners. Lieut. Edmund Tuke returns as a passenger, hoping to get leave from the Defence Minister for a short time. I hope that either he or his brother will return. I have furnished the Major with 5 names of the Prisoners, recommended to be allowed to return. The Government are anxious naturally to reduce the expense of the guard and prisoners, and have suggested the policy of reducing the Natives - if this course is pursued the guard I think ought to be strengthened to 50 rank and file. We had one case of 6 men refusing to work not long ago, but with this exception they have all behaved very well. I have permitted Paora Hatete to return - he has no authority with the Prisoners, and is useless there fore in looking after them when at their work. I am employing the Prisoners chiefly in the making of roads. This Paora has been employed as a Policeman without any remuneration, since his arrival. If the guard is not strengthened I wish I could have Paora Parau and Graham back - they were both good men. I expect Tuke will give you this letter in person.
