July 1856 Sir, I beg the favour of your opinion upon the following subject; and also the permission to use that opinion, in writing to the Secretary of State, should it be found advisable to do so. - 1. Could the management of Native Affairs, including the appointment of, and correspondence with, all persons employed therein, be conceeded to the Governor's responsible advisers, - consisting of a Ministry chosen from the elected representatives of the Europeans, and liable to be changed at frequent and uncertain periods, upon political grounds, - reserving to the Governor a veto in all cases, and a recommendation in reference to expenditure? 2. Would any ill effects result from the participated responsibility involved in such a change in the system of administering Native Affairs? 3. If you consider that evil would result from such participated responsibility, are you of opinion that the entire management of native affairs, including the appointment of, and correspondence with, all persons employed therein; and the possession and disposal of funds sufficient for the purpose, - should be reserved to Her Majesty's representative, distinctly and entirely?
