Gisborne 16th 12 72. Dear Sir By invitation I attended a Runanga at Pa Kiri Kiri convened by Mokena. The principal matter under discussion was as usual land troubles and complications, Nearly the whole day was occupied by one subject viz. £150 advanced by Major Westrup to Ropata Whakapuhia and Te Teira upon a piece of landto which it was said they had no ancestral claim, only lands court one. Mokena proposed that £200 should be paid back to Major Westrup by Ropata and Teira the land returned when asked to assent to this I explained I could not do so as I only had one course, to advise leaving it to adjudication of law, but that Mokena as irresponsible was at liberty to advise them to a good understanding if agreeable to all parties. It was to be referred to Major Westrup. I refer particularly to this Runanga to show how ready the natives here are to go over to any new man with authority likely to help them out of their difficulties, and I accused them of versatility and advised Mokena not to burden himself with their troubles He was asked to plant a Puriri post in Turanga. Major Ropata has arrived here with a few Ngatiporou to cut grass seed. I learn from him that Horoera despute is likely to break out afresh. Wikeriwhi becoming bouncable. I am afraid the experiment of the Kaunihera will be a failure as Mr. Campbell is arranging matters unassisted, a number of the members proposed are not at all fit for it.
