It is reported that when Baron cle Pourtales (German Ambassador), after pfesenthig the German Ultimatum, asked, in a voice trembling with emotion, if Russia agreed to Germany's demands. M. Sazonoff (Russian Foreign Minister) replied by a silence which meant refusal.
