ALLIES' POSITION GROWING STRONGER GERMAN OFFENSIVE EFFECTUALLY ENDED . London, February 4. Lord Sydenham, in a review of the sis months of war, recalls that it was three years before there were decisive operations in tho American Civil War. Plevna was not captured until seven months after the declaration of tho Itusso-Turkish War in 1877. Tho Allies' position is steadily growing stronger, and tho preponderance of artillery is beginning to bo feTt. Tho German soldiers arc fighting bravely, but thoy havo learnt that their generate nre always ready to sacrifice life on a largo scalo without tho prospect of a corresponding advantage Tho German War Office now knows it hns hopolessly undor-ostiniatcd Russia's lighting capacity and generalship. Tho great mass of tho German people will shortly know that their loaders liavo brought them to disaster. Germany, thougli still ""conquered, is beaten.
