NAPIER. Tuesday. Mr Vigor Brown, the official Reform candidate for Napier, opened his campaign to-night, addressing a large audience in the Municipal Theatre. Ef> gave an account of his stewardship, and instanced matters in which he considered he had been of service to the district.
