THE RUSSIAN SITUATION.
A state of chaos still reigns in Russia, and will probably continue, to do so for some time to come. When the rival factions have settled their disputes, or until one faction exterminates or subjugates the others, wo can have no settled policy in Russia. The Allied Conference at Paris has arrived at an agreement in regard to the Russian situation. Whether Russia decides to carry on tho struggle or not, tho Allies have undoubtedly made preparations to meet the largo number of German troops which will be released from the eastern front.- No doubt a large number of these soldiers were included in the enemy troops which attacked the British south of Cambrai. America's entry into the war more than compensates for the retirement of Russia. It is not 3"ot, however, an established fact that Russia has withdrawn from the war.
