In the course of the sitting, clauses 1 to 12 were passed, but only after several important amendments had bean made by the House against the wish and despite the Opposition of the Government. Tho Times publishes a paragraph stating, that General Valentine Baker has been, appointed to the command of the Turkish troops ia Tripoli. It is officially announced that Lord Roßebery has been appointed Undersecretary of State for the Home Department, vice Mr Leonard Courtney who has assumed the position of Under. Secretary for the Colonies. Paris, August 4. Gambetta, President of the Chamber of Deputies, who is now on a vißit to Tours, addressed a large assemblage in that town to-day. In the course of his speech he alluded to the action of the Senate in rejecting the bill for the adoption of the scrutun de liste, and strongly advocated a revision of the Senate's constitution. Vienna, August 4. A meeting took place to-day at Gastein, in Upper Austria, between the Emperors William of Germany and Francis Joseph of Austria. No particulars of the interview have transpired. Intelligence has been received from Gastein, where a meeting took place yesterday, between the Emperors of Germany and Austria, that the Emperor Francis Joseph will, to-morrow, have nn interview with a number of Sovereigns of the minor German States, who are now on a visit to the town. The object of these meetings has not transpired. Cape Town, August 3. Telegrams are to hand from Pretoria, announcing that the Royal Commissioners having received a communication from the British Government approving of the draft convention for the settlement of the Transvaal question, have now signed documents, and have left Pretoria for their various houses.
