COMMISSION OF ENQUIRY. STRONG COMMENT BY CHAIRMAN Press Association. SUVA, July 19. At the conclusion of the Shipping Commission, Judge Alexander, the chairman, referred to the alleged«action of shipping companies in demanding freight on uncarried goods. He said v it was equivalent to blackmail, and warned the companies that the commission would report to the Governments of the Commonwealth and the Dominion the existence of the xebate system. ■ ■ •
