MUNICIPAL CONFERENCE.

SUPERANNUATION. WELLINGTON, July 15. A lengthy memorandum prepared, by the Mayor of Wellington for submission to the Wellington City Council on the subject of superannuation for municipal employees* has been submitted to the delegates to the present conference of the- Municipal Association. Accompanying the memorandum in the hands of the delegates is a report on the same subject i>y the executive committee of, the association. The committee states that it had considered the subject of a superannuation scheme for local au.-; thorities, and on June 30, 1913, waited upon the Hon. the Minister of Internal Affairs -on the question. After hearing the deputation the Minister said-that any scheme introduced by the (government would not be limited to the clerical staff, and he invited the deputation to consider the various points that had been discussed. These points included the making of the: scheme compulsory, {he question of transference of ail employee from one local authority to another, contributions by local authorities or by the Government,' the grouping, or, graduating of employees, the extension c£ the National Provident Fund. He asked the association to submit to him some scheme put into a concrete form by the local authorities. The committee had considered the question of an extension, of the scheme of the National Provident Act so as to make it applicable to the case of superannuation of employees of the local authorities. A t precis of the provisions of this Act was given in the memorandum by the Mayor of Wellington. The recommen- ; dations of the committee were as follows: (1) That the conference seek an amendment of the National Provident Act in the direction of making' a national system of superannuation for the employees of local authorities under which it should be optional for local authorities to join; (2) that it be a further recommendation to the conference that it submit the matter of drawing up a scheme on the above lines to two persons to be nominated by the conference and that the scheme when sc prepared be submitted to the conference for ultimate submission to the Government. The papers were only laid before the delegates this morning, and consideration of the' proposal .ind of. a remit bearing upon the same subject has been held over. MOTORS AND SOADS. Press Association. The Municipal Conference this morning adopted resolutions affirming the, principle of taxing motor vehicles and establishing rating districts for the purpose, consisting of two or more local authorities, and appointing a Commissioner to decide which local authority should collect the tax, and how the product should be apportioned among the loca,! bodies. Other resolutions on allied subjects are: —That the executives of the Municipal and Counties Associations should jointly draw lip speed regulations and recommend them for inclusion in the Amending Act, and fixing a uniform speed limit throughout the Dominion, breavhes to be an offence under the Police Offences Act. It was decided that Government vehicles should be subject to the operation of the Motor Act.
