A sensation has been caused by the publication of General Savoil's telegram from Adrianople on May 6, 1913; to the Premier, forecasting a second Balkan war, and stating that '' while safeguarding our responsibility •in the eyes of the Powers, we should provoke war with the allies, and by a decisive victory render it impossible for them to hamper the Bulgarian national programme.
