BERLIN, March 16. In the Prussian Diet, Herr Delbreuck said the enemies' armies had been repeatedly broken, but were now attempting to starve the women and children. He emphasised the economic and industrial activities of Germany. We were organised from the first to the last man. If we only intended to repel the enemy, we should be at peace shortly, but Germany would not sheath the sword until guarantees ha.d been given that her neighbors would not fail her again. It was undesirable to discuss the guarantees at present.
