CITIZENSHIP QUESTION DECREE NOT CONSTITUTIONAL (Received February 10, 5.5 p.m.) LONDON, Feb. 10 The Bucharest correspondent of the Daily Telegraph says a Juridical Commission whoso duty it is to decide whether Cabinet decrees are constitutional declares that the decree ordering Jews to prove their citizenship under penalty of denationalisation violates the the Constitution, which does not allow of differential treatment on religious or racial grounds.
