THE RUSSIANS.
THEIR PROGRAMME MAPPED 1 OUT. (Received April 21, 9 a.m.) Rome, Aj)ril 20. The Messagero published an interview with Professor Milukoff, leader of the Constitutional Democrats in the Russian Duma, who said that Russia was ready to fight and a year or two's delay would not disturb her patience. Russia's programme provided for her liberty in the Black Sea and possession of the straits leading to it, implying that Russia proposed to occupy Constantinople. A written agreement to that effect, said the professor, had already been concluded between the Allies. An international commission would solve the question of the Ottoman Public Debt; six vilayets in Armenia would become autonomous under the suzerainty of Russia, aud another great Islamistic Empire was probable, under British rule, from' Egypt to India, the latter country to be tho seat of the Caliphate; Servia would get Bosnia, Herzegovina and- the Dalmatian coast; old Roumanian territory would be added to lloumania, and Galicia would become part of Poland, which, in turn, would become autonomous. The Duma would quickly consider questions of religious liberty, freedom of speech, and self government for Poland, and Russia would grant equal rights to the Jews. , Bulgaria had been offered part of Macedonia, but-the Bulgarians had asked for other districts. If Italy joined the Allies she would have Trente, Trieste, and Pola and a share of Asia Minor.
