ARMS FOR SPAIN
REPORTED U.S. REFUSAL

NEW YORK, August 24,
The United States has refused a request by General Franco for the sale of arms and ammunition to Spain, the London correspondent of the "New York Times" learns from a trustworthy source. This refusal, he says, followed Sir Samuel Hoare's visit to General Franco in the course of which he demanded that Spain shall abandon her policy of non-belligerency in fayour of neutrality. Washington's decision was reached without consultations with Britain, although the British Government was immediately informed of it. The "New York Times" points out that rejection of the request is one of the first positive acts in United States policy towards Spain, and may have a greater influence in swinging Spam to alignment with the Allies than Sir Samuel Hoare's talks with General Franco. .
