Buti nowhere is it stated where we shall ifind the men who havt) been trained in their uses. In other words, we have paid some £400,000,000 for mobilisation pamphlets and for the drawings and jigs above mentioned, and even so part of these sehemes are still only partially matured. I may be accused of exaggeration. But is no exaggeration to say that the problem of providing the most powerful and efficient army that our means and money will admit is still jinsolved—in my humble opinion. It ;is impossible in an article such as this to draw up a detailed scheme, but 1 am hopeful that what has been said jcaii be taken as useful suggestions! to puide the line of thought of those who are responsible for the defencd of this great Empire; that is to say, Parliament, aided by; its military advisers. ' .
