MR. FLETCHER PROTESTS

An indication that he would consistently oppose any Bill providing for action by Order-in-Council was given by Mr. J. S. Fletcher (United, Grey Lynn) in the House, of Bepresentatives last night when tho Urban Farm Lands Eating Bill was under consideration. Eemarking that there was provision in the Bill for the making of regulations by Order-in-Council, Mr. Fletcher said the principle was entirely wrong, and he was going to oppose any legislation of that kind.

Mr. rieteher: "I'm not threatening; I'm making a promise. Surely this House should do its own job. That is what we are here for;~not to leave the job to officials. Legislation by Order-in-Council is definitely wrong, and I intend to oppose it." Mr. H- S. S. Kyle (Eeform, Eicearton) congratulated Mr. Fletcher on the attitude he had adopted. "This Bill provides for more government by regulation and more government by Order-in-Council," said Mr. Kyle. "A little while ago we heard from the United Party that one of its main objects was to discontinue government by regulation, and I congratulate Mr. Fletcher on standing by his'convictions and by the convictions of his party during the General Election. I am prepared to support him in his endeavour to' bring about the abolition of the system of government by Order-in-Council."
